In collaboration with Eastlake United for Justice (EUJ), Satellite Affordable Housing Associates (SAHA) is proposing to develop the northwesterly portion of the East 12th remainder parcel with a mid-rise, high density housing development that is accessible, inviting, open, and reflective of the character of the Eastlake community. The proposed design and development plan for the site includes approximately 94 units of affordable housing.

The current proposal was born out of community organizing and advocacy work spearheaded by EUJ, that began in 2015 and culminated with the People’s Proposal, a grassroots vision for development of the site.

Currently, SAHA is working with Y.A. Studio and David Baker Architects to create the design concept and apply for City entitlements.

Design Feedback - Virtual Survey

In October, SAHA hosted a design visioning session at Dewey Academy and collected ideas and priorities from participants to help shape development plans for the site. To expand our outreach, we’ve created an online survey so that you can provide design ideas and feedback virtually. We want to hear your design vision and priorities for the E12th Street Parcel 2 development project!

Our survey takes approximately 5-10 minutes to complete and will give you a chance to weigh-in on the kinds of materials, forms, relationships to the street and gardens, and public art possibilities that are under early design consideration. We have a second community engagement meeting planned for Q1 of 2024, but until then, we welcome your feedback via the link below!

Where is the project located?

The project is located on the northeasterly portion of the E12th Street Parcel, situated along the corner of Lake Merritt Blvd. and E12th Street.

Who is the development team?

This development team is a unique collaboration between East Lake United for Justice (EUJ), a community coalition, and Satellite Affordable Housing Associates (SAHA) an established nonprofit 501c3 affordable housing developer, property manager and services provider. In this collaboration, EUJ will work in tandem with SAHA to carry out community vision and priorities for the project as reflected in the Peoples Proposal. Specifically, EUJ will advise on the selection of the design & construction team, and will be closely involved in the design-decision making process. SAHA will serve as the developer/sponsor and property manager of the completed building improvements.

When will the homes be available?

We are hoping to start construction in late 2026 with occupancy beginning in late 2028.

What incomes will qualify to live at the development?

The homes at E12th Street Parcel 2 will be income restricted and reserved for households earning between 20% to 60% of area median income, which in 2023 is approximately $31,080 and $88,740 annual income depending on household size. For example, Alameda County residents working in retail, social services, home health, day care or other service sectors would likely income-qualify for housing at the development. 

Will residents have access to services?

SAHA will provide services coordination to residents to support social, emotional, cognitive, and physical well-being through case management, referrals to healthcare and other services, and through community building activities such as gardening, cooking, exercise classes, movie nights, and cultural celebrations.

Will there be security?

SAHA places a strong emphasis on community safety. Typically, we include security cameras within the building, at building entrances, common areas and at courtyards. The building will be designed to include exterior down-lighting to illuminate entrances and the sidewalk for improved security at night for residents and pedestrians walking by.

How do I apply for housing?

SAHA will begin accepting applications to live at the property approximately 6 months after construction starts.
